Université de Sherbrooke has formalised its participation in a multi-institutional effort that could position Canadian infrastructure among the world’s most powerful computing systems. The university signed a memorandum of understanding with Queen’s University in June to join a consortium that already includes Bell Canada and Simon Fraser University (SFU).
Local expertise added to national bid
The agreement is part of a bid to secure funding from the federal AI Sovereign Compute Infrastructure Program (SCIP). If the proposal is successful, Queen’s could host one of the world’s top 10 supercomputers in Kingston. The MOU expands a collaboration that began in December 2025, when Queen’s first partnered with Bell Canada, and grew in April 2026 with the addition of SFU.
Bell Canada is slated to lead the design, construction, financing and maintenance of the physical building, leveraging the company’s high-speed, low-latency fibre network. SFU will contribute operational expertise for managing large-scale infrastructure while Queen’s will supply experience in advanced computing systems design. Université de Sherbrooke will add its practical knowledge of operating smaller distribution data centres, an expertise the partners say will help test and validate new approaches.
“That’s one of the great parts of this kind of partnership,” said Jonathan Genest, associate vice-president (innovation, partnerships and entrepreneurship) at Université de Sherbrooke. “We all have a roadmap based on our perspective.”

The publicly described collaboration identifies four broad areas of joint work. Those areas could shape local research priorities and the kinds of expertise Sherbrooke contributes to, and gains from, the network.

For Sherbrooke, the emphasis on distributed and small-scale data-centre expertise suggests concrete roles in piloting technologies at modest scale before wider roll-out. That can provide local students, researchers and technical staff with hands-on opportunities tied to a national infrastructure project.
What remains to be decided
The arrangement described by the partners is contingent on securing SCIP funding. The proposal’s success would determine whether the planned Kingston supercomputer — and the broader Canadian network — moves forward. The MOU itself is a formal step to align institutional roles and responsibilities but does not guarantee funding or construction timelines.
Queen’s, Bell Canada and SFU’s earlier agreements established shared responsibilities: Bell as lead for the physical facility and network connectivity, SFU for operational know-how and Queen’s for advanced systems design. Adding Sherbrooke strengthens the consortium’s capacity to test distributed models of computing and to cultivate regional talent streams.
